As each country prioritizes wheelchair provision differently, the aim of PAK is to assist national stakeholders concerned with access to appropriate wheelchairs to understand the current wheelchair sector situation to be able to prioritize core focus areas to promote the adoption of sustainable wheelchair provision processes within their specific countries. Stakeholders may include individuals from a wide range of organizations: Ministry of Health, sub-national health systems authorities, civil society (including professional associations and special interest groups), private sector, parliament, media, and development partners [25]. For example, the PAK tools can be instrumental in assessing if a national health scheme:
- Needs to be modified to extend health insurance coverage to quality wheelchair products and related services led by trained professionals;
OR
- Needs to be adapted to ensure minimum standards are being met in the areas of products and services as it relates to the wheelchair sector.
This PAK includes a practical set of adaptable tools that can uncover gaps along the continuum of appropriate wheelchair provision. Here is an outline of the four elements contained within the PAK.
- WHEELCHAIR SECTOR SITUATIONAL ANALYSIS – Explains the possible level of development of the 5Ps (people,policy, provision, personnel, and products) within a given country.
- STRATEGIES AVAILABLE TO PROMOTE ADVANCEMENT IN THE SECTOR– Presents different strategies to promote the development of the 5Ps (people, policy, provision, personnel, and products) within a given country.
- WORKSHEETS – Assists in the context specific classifications and situational analysis, including case study examples.
- ADDITIONAL RESOURCES – Additional material along with a list of resources instrumental for advocacy purposes.
