After the rapid situational analysis and determining whether there is an absence of policies linked to the wheelchair sector, or if there are policies shaping the sector, the next two considerations are [18]:

  • Process priorities: to validate and reflect back on the situational analysis to identify key priority areas which require action by engaging sector stakeholders [25].
  • Way forward: Create a strategic plan address key priorities to be implemented.  Success factors include Government buy-in and commitment to the right to personal mobility and adequate human resources capacity to implement the plan (both government capacity to roll out and service providers for delivery of wheelchairs)[27]. Consider the international cooperation framework, as described in Article 32 of the UNCRPD, when working to develop or improve the national wheelchair provision services in countries with limited resources [6, 32].

Clarity is needed as to who will finally sign off on the situation analysis (e.g. newly formed wheelchair coalition, a strong DPO, and/or WHO) and who will formally accept its contents (e.g. Ministry of Health) [25].
